From 1st July 2013, the EU Construction Products Regulation (CPR) applies
All construction products covered by a harmonized European product standard are to be identified with a CE marking. This applies to all windows and outside doors (DIN EN 14 351 - 1) as well as curtain walls (EN 13 830). The products must first be submitted to an initial test (initial type test ITT) by a notified body. As a general rule, this is carried out by the system provider who will then provide the manufacturers with the test reports as a basis for drawing up the CE marking ("cascading ITT"). The production of the products continues to be subject to an in-house production control.
A major change for manufacturers is the so-called "Declaration of Performance" which now has to be drawn up instead of the declaration of conformity. While up to now the declaration only stated that the construction product was manufactured according to a product standard, the new declaration of per-formance constitutes the manufacturer's warranty for a specific performance with regard to the "essential features” defined in the product standards for which the manufacturer assumes liability. The declaration of performance and the CE marking must only state performances for features for which legal requirements exit in the member state in which the product is installed. All others can be marked npd (no performance determined).
As opposed to the CE marking procedure, any infringement of regulation on construction products constitutes an administrative offence and can be punished by a fine of up to 50,000 Euros. In Germany, the market is monitored by the road maintenance authority, which is why it is recommended to carry the declaration of performance and the CE marking when transporting products to the construction site. For in-company transport, however, no documents are required.

1. Regulations
The product standard EN 14 351 – 1: 2006 + A1:2010 "Windows and doors – Product standard, performance characteristics – Part 1: Windows and external pedestrian doorsets without resistance to fire and/or smoke leakage characteristics" requires the following for the capability for approval:
Emergency exit devices, hinges and panic exit devices that are fitted to outer doors in escape routes must conform to EN 179¹, EN 1125², EN 1935³, prEN 136334 or prEN 136375.
The Construction Product Regulation - Regulation (EU) No 305/2011 of the European Parliament and the Council of 9 March 2011 - requires in addition:
Except in the cases laid down in this Regulation, the placing on the market of a construction product which is covered by a harmonised standard (…) should be accompanied by a declaration of performance in relation to the essential characteristics of the construction product in accordance with the relevant harmonised technical specifications.
This means that emergency exit devices and panic exit devices and hinges in rescue and panic doors must be marked with a CE mark and a declaration of performance must be submitted for this.
For this purpose, the manufacturer has the components tested by a notified body, which issues a certificate of conformity. The certificate is to be kept by the manufacturer and presented to the representatives of the competent authority on demand. If the product is brought onto the market ("sold"), the manufacturer prepares a declaration of performance for the product. A copy of the declaration of performance for each product that is brought onto the market is made available in printed or electronic form. A copy of the declaration of performance is made available in printed form if the customer requests this.
2. Procedure with Hueck hardware
Depending on the manufacturer, the CE marks for the product are on the packaging, on an enclosure or on the product itself.
In anticipation of a so-called delegated legal act (proposal of 07.11.2013) Hueck does not issue written declarations of performance to its customers, nor does it send them as emails, but makes them available here as downloads:
